Any project changes must be accepted by the governing body. All project phases must be completed in good time. And, naturally, the project must be finished with demonstrable success. Failure on the part of the grant receiver to perform under the prerequisites of the grant can lead to penalties starting from industrial sanctions to jail in cases of improper use or burglary of public.
